For the first time in its history, under the chairmanship of Minister Juan Carlos Muñoz, the OECD's International Transport Forum (ITF) reached two historic agreements on public policy recommendations that will be promoted by more than 50 OECD member countries.

The first one is the progressive incorporation of Artificial Intelligence -at government level- as an instrument to reduce accidents, and even tools for early detection of traffic events. The second point is the increase of regulatory and statistical tools to optimize prevention measures, ranging from awareness campaigns to advance in new requirements within the market of new vehicles.

Both points were unanimously approved by the ITF member nations present at the annual congress held in Leipzig, Germany.

Chilean presidency achieves historic consensus

However, given that the Forum defines strategies that have an impact on international public policies, the signing of recommendations after five years without agreements is particularly relevant, given that since 2020 no presidency had managed to generate any type of agreement among the member countries, which was highlighted as the main legacy of the Chilean presidency 2024/2025 and which will now pass into the hands of Azerbaijan.

"This is the first time that the ITF added two recommendations, where we also made a great effort to incorporate observations and comments from each country. I think it tells us a lot about how the multilateral nature of the dialogue can contribute to progress. And it is also part of what Chile has always tried to contribute. It is also an honor for us to have been chairing the ITF during this year. It has given us the opportunity and the possibility to make visible the efforts that our country has made over the last few years to make our transportation systems more effective, efficient and sustainable," said Chile's Minister of Transport and Telecommunications, Juan Carlos Muñoz, after the closing of the agreements.

For his part, Young Tae Kim, secretary general of the International Transport Forum (ITF), highlighted Chile's work in the instance, indicating that "no other minister really showed multitasking skills in this platform. So I really appreciate it. And also, he combined passion and ambition with prudence and thoughtfulness. And there can be no better qualities to keep a diverse group of 69 countries from the continents on a common course. I personally thank the Government of Chile and also Minister Muñoz's dedication in office."

Recommendations to promote

Regarding the agreements reached in the FTT 2025, the details of both are linked to the following matters:

In the case of the use of Artificial Intelligence: it is recommended that member countries generate instances to generate an effective deployment of this tool at ministerial level, both for the construction of prevention and early detection instruments, as well as to increase training instances within the various teams in charge of road safety.

Regarding road safety: to advance in the construction of public policies based on evidence, being key to this, the creation of efficient data collection systems. And, on the other hand, to promote other instances that go beyond governmental work, being especially key the work with the private sector, for example, in the promotion of new technologies at the time of vehicle development. Also, continue working on instruments such as awareness campaigns, improve road infrastructure, and even continue working on new traffic regulations.
